This is to certify that Charles Calvert has ordered and appointed that for the future the north east side of the Chester as far as the bounds of Talbot County were formerly on that side shall now be added to Kent County and Calvert declares that part to belong to Kent as also Poplar's Island and do require the sheriff of Talbot County to receive any quit rents or dues from the inhabitants living and residing on the places above specified being within the County of Kent.

BY THE LIEUTENANT GOVERNOR

For as much as by late proclamation bearing date of the 6th of this present June some additions were made to several counties upon division of that of Baltimore and by the same proclamation it was declared that Swan Point down to Hell Point on Chester River should be and remain for the future belonging to the eastern side of the bay lately erected and called Cecil County, upon further considerations hereof it is thought most necessary that so much of the eastern side was formerly added to Kent County do still and remain with the said county notwithstanding that part of the said Proclamation. 06/15/1674

During it's early history, Delaware was under the control of the Dutch, Swedes, and English and was annexed into Pennsylvania in 1682 as The Three Lower Counties. Maryland claimed a large portion of the southern part of Delaware. The border between Maryland and Delaware was established during the 1760's by the Mason-Dixon Line.
